Gateway/AP license keys for fixed pricing plan

If you are a White Label operator partner and chose the fixed-pricing option, then you will receive license keys for the gateway/AP licenses that you order. There is nothing that you need to do with the keys. You can add gateways and assign those to your hotspots as needed.
